Chuck Hicks

Chuck Hicks is a seasoned executive and board member with more than three decades of leadership experience in government contracting, technology, and professional services. He has built a career transforming organizations at the intersection of finance, operations, and mission delivery—helping companies scale, innovate, and deliver lasting impact.

Chuck began his career in service to others, joining the U.S. Navy as a Hospital Corpsman specializing in psychiatric counseling. After six years of active duty, he earned an Accounting degree from the University of Maryland while continuing to work as a psychiatric counselor. These early experiences instilled a lifelong commitment to mission, discipline, and people-centered leadership.

He launched his professional career with Ernst & Young in the healthcare sector before transitioning to the government contracting industry. At SAIC, he served as CFO of a business unit supporting the Intelligence Community, introducing new models for aligning finance with mission operations. He went on to hold senior roles at USIS, ASRC Federal, SC3, and Cresa consistently driving financial transformation, operational integration, and growth.

In 2019, Chuck joined NCI (later EmpowerAI), first as CFO and later as dual CFO/COO. He modernized the company’s financial operations, led enterprise-wide process improvements, and helped drive a successful pivot from services to AI-driven solutions—culminating in the largest contract award in company history.

Chuck currently serves as Chief Financial Officer and Treasurer of TRSS. Since 2018, he has also served as a board member and Chairman of Acclaim Technical Services, guiding the company through multiple acquisitions and more than 500% growth.

A trusted mentor and advisor, Chuck is recognized for his ability to align strategy with execution, navigate organizational change, and foster cultures of performance and integrity.

He and his wife, Beth, live in Leesburg, Virginia, and are proud parents of four children: Alexandra “Alex”, Samantha, Ben, and Andrew.
