Julie Bowen

Julie Bowen is senior vice president, operations and outreach, and chief legal officer of MITRE. As chief legal officer, she oversees an in-house team that advises MITRE’s leadership and employees on legal matters, including cybersecurity issues, contracting, international and global presence, intellectual property, employment matters, healthcare law, and national security issues. She also directs MITRE’s operations, including enterprise risk management, global security services, facilities, and outreach and partnerships, which includes technology transfer to industry. Julie also oversees diversity, equity inclusion, and sustainability.

Bowen has been with MITRE since 2006. She previously held several chief legal officer and general counsel positions. She was also vice president of joint ventures and alliances at several technology and logistics companies.

She serves as a director of MITRE Engenuity, a foundation for public good. She is also a director of WidePoint Corporation; sits on the advisory board of Manetu, Inc., is a board member of the Northern Virginia Technology Council, and a trustee of the George Mason University Foundation. The Washington Business Journal named Bowen one of its 2021 Women Who Mean Business for her leadership inside and outside MITRE. Security Magazine named Bowen to its list of “Most Influential People in Security” in 2022, acknowledging her role in protecting our organization, furthering our mission, and elevating the security industry in significant ways.

Bowen graduated with honors from The Catholic University of America, with both bachelor’s and law degrees.
